Startup phase for the Valladolid project is underway. The facility will be
running at 100% while all the final adjustments are made.

Inspections are complete at the Valladolid facility. Startup expected to
take place in about two weeks. Final inspection reports will be reviewed
within the week.

PeakNet has been contracted to provide walkdown and inspection personnel for a
185MW system in Valladolid Mexico in the Yucatan Peninsula.

The Texas Senate late on May 2, 2006 gave final
approval without amendment to legislation ("House Bill No. 3") that will replace
the existing Texas franchise tax with a new "margin" tax on
gross receipts. Under House Bill No. 3, the current franchise tax on the greater
of .25% of taxable capital or 4.5% of taxable earned surplus will be replaced
with a new margin tax.
